John Scurlock
John Scurlock, Kingpin of Sainte-Anne and one of the founders of the Pirate Round. Seen by many as an unprincipled businessman willing to do anything for profit - he has a knack for schemes. In his eyes, all captains as expendable, which yes, does include you as well.
With a determination to be his own master, Scurlock wants to rid himself of the chains he finds himself bound by. Self-titling himself 'The Lion of Sainte-Anne' and the statue of himself, it is clear his obsession with glory and power seed into his belief he can attain his freedom through immense wealth. He may shake your hand and offer to do business, but he's just as paranoid and haunted as the rest of them.
Constantly scheming and arranging underhanded deals, Scurlock has planted agents within the Compagnie, Sea People and Clan of Fara, in an attempt to suit his own needs. The messy conflict ongoing between these factions has allowed his double-dealing to operate undetected so far, but he isn't without suspicion. By his own admission, should his schemes ever be revealed, then he would be in significant danger.
Endlessly facing immense pressure and scrutiny from his New York patron, Frederick Teuling, Scurlock is looking for any advantage he can get. He knows Teuling is unhappy with him and all the chaos across the Indian Ocean is disrupting the Pirate Round, shipments to Teuling in New York and his profits.
Scurlock is all the more elated when you uncover evidence that a huge French treasure ship will sail through the region. Eager, and some might say desperate, to immortalise his name after being cast aside by the legendary pirate lord, Uricko Freeman. For this, Scurlock is willing to risk it all, including you, whom he sends to steal this treasure.
There are those who would say Scurlock's desperation is likely to be his undoing. Sending you after the French treasure did nothing more than expose himself as the source of leaks to Captain Caradec and paint more of a target on his back.
As you confront Scurlock about his betrayal the underlying tension is clear, Scurlock tries to placate you with riches and future opportunities. For now, an uneasy peace exists, for Scurlock realises he no longer has a simple pawn in you. It seems the only way forward is truce, for you and now greed is a more powerful motivator than revenge.
Although once working with Freeman and his crew, Scurlock was left out of the Heist of the Schaduw. Like many across the Indian Ocean, Scurlock knows of Freeman's Treasure, believing it to be untold riches. Bitter and angry towards Freeman, there are rumours that Scurlock's actions, revealing the location of Lanitra to the Compagnie, led to its destruction at the hands of the DMC and Compagnie.
Following this, Scurlock set up a new pirate den at the port of Sainte-Anne, though this wouldn't have been possible without his alliance with the Sea People. Despite the wealth and power this has brought him, what he has isn't enough, he wants to control the Red Isle and expand his trade network.
Admiral Rahma
Admiral Rahma, a self-described lady of the sea protecting her people. She will vehemently deny being a pirate when anyone tries to tell her otherwise. Rahma comes from a respected, noble lineage, learning the ways of naval warfare from her father, who was also an Admiral.
Known to many as an unrivalled naval and military strategist, the Admiral of Aceh, Rahma leads an elite naval fleet of over 2000 women, made up of the widows and daughters of war, known as the 'Unbound'. Whilst Scurlock trades in schemes, Rahma chooses to find other ways to defeat her enemies.
Seen as a fair and wise leader, firm in her beliefs. The Unbound look up to her and trust her leadership. Though behind the steadfast demeanour, there is a paranoid mind, who spends many nights worrying about her next move. She was educated and brought up together with the Sultanah of Aceh, it is said they developed quite a close sisterly bond.
Her love for her country and people become clear with the great lengths she is willing to go to defend them. Despite this willingness, she struggles to reconcile her decision in employing unscrupulous rogues to secretly commit acts of violence. She'll tell her herself the ends justify the means and is willing to compromise on her moral compass to achieve her goals.
There are those across the Indian Ocean who view Admiral Rahma as short-sighted, stubborn and narrow minded. If you chat often enough with Rahma, you will know she deeply cares about her cause and desire to rid her home of the presence of the DMC. Despite constant warnings of a larger plot, Rahma does not care much for the troubles of her peers.
The Orang Kaya, in a desperate attempt to maintain their power turned to the DMC for assistance. Admiral Rahma, frustrated and angry, decided to take matters into her own hands. With her strong belief that freedom must be taken; she attempted a coup d'etat. You might say it was doomed to fail as someone leaked the plans and the DMC intervened, leaving Rahma fleeing for her life and the Sultanah captured by the DMC. Rahma is unyielding in her quest for redemption and wanting to return the Rempah to a strong, free and independent society. Rahma's determined to reach her goal and finish what she started even after the death of the Sultanah, who she was hoping to put back into power.
There are whispers that Admiral Rahma is willing to do anything to support her rebellion. It won't come as a surprise to many that this includes turning a blind eye to others causing chaos across the Indian Ocean. Why do you think the Compagnie and Hubac Twins forces are able to roam so freely in the East Indies? She's more than willing to make use of the chaos these pirate lords cause. Careful, Captain, you might want to watch your back.
It would seem the Admiral will play quite a role throughout Season 3 Captain. Tell you more? That would spoil the fun. You'll just have to wait to find out. Take note of what we've said, and just maybe you might not be caught out by complete surprise.
Uricko Freeman
The legendary pirate lord, Uricko Freeman. There aren't many across the Indian Ocean who don't know the name. The Schaduw Heist and Freeman's Treasure will grace everyone's lips.
Helped to freedom by Captain La Peste, Freeman was impressed by his cunning and determination, decided to join his crew. Though this alliance was not built on mutual trust but having a shared enemy and the promise of greater power.
Soon Freeman broke away from La Peste after he'd become disillusioned by La Peste's brutal methods. He made his way to the Indian Ocean intrigued by rumours of treasure.
It seems no matter where you turn or who you meet, everyone across the Indian Ocean has heard of Uricko Freeman.
Revealed as you reach the rank of Kingpin to be the 'Son of Liberty'. It would seem after all the legendary Freeman is still out there, watching you.
What truly is Freeman's Treasure? Depends on who you ask. Some believe it's untold riches; others though may have entirely different ideas. One thing is for sure, there are plenty of people out there looking for it. And this most certainly the case throughout Season 3.
For a legendary pirate, much of what Freeman did and who he is isn't well known. The Indian Ocean is full of secrets, and those trying to uncover them. Who knows? Maybe you can use this to your advantage and learn the secrets of Uricko Freeman.
Asnah Yatim
Asnah Yatim, the self-styled first mate of your crew. Like Admiral Rahma, Asnah is a Rempah woman from the East Indies. Though Asnah has kept much of her past a secret, it is clear she has significant knowledge of all the goings on throughout the Indian Ocean. This knowledge includes the Helm, and it would seem she might know a lot more than expected.
At some point Freeman recruited Asnah to his crew, soon becoming one of his most trusted lieutenants. Asnah was part of Freeman's Crew during the Heist of the Schaduw, though she won't tell you anything of what happened. Some believe Asnah remains loyal to Freeman and is willing to do anything to serve his interests.
As mentioned in passing by Asnah, she was afflicted with some sort of curse. How this came to be is not clear, as Asnah never reveals anything more.
It is clear Asnah has a history with many of those we know around the Indian Ocean. There certainly seems to be no love lost between Asnah and Admiral Rahma. It should come as no surprise, Rahma has never been one to like talking or dealing with pirates. But one can't help but think there is something else which caused this 'rift' between them. The animosity is clear to hear as Asnah mention she blames the Admiral for the death of the Sultanah. It doesn't seem to quite end there though. What history could Rahma know of Asnah? When and why could have they met before? And when the time comes, will Rahma make the 'right' decision?
Like you, Asnah was also involved in the pirate convoy protecting and accompanying the Exeter, whilst it was transporting valuable goods to Scurlock in Sainte-Anne. As you arrive in Sainte-Anne, it's not long before you are joined by Asnah, who recognises you. She figures you might be 'worthy', given your survival of the Exeter wreck and finding your way to Sainte-Anne. What Asnah thinks your 'worthy' of no one quite knows, maybe in time, the truth will be revealed.
Frederick Teuling
Frederick Teuling, known to many as the Merchant Baron of New York. He is another of the founders of the Pirate Round and works with John Scurlock. Wealth and image are of significant importance to Teuling, with him caring extensively about trade and profits.
It is clear to many that Teuling is growing increasingly frustrated with Scurlock due to the latter's tenuous control over trade in the Indian Ocean. Some suspect that Teuling is looking for someone easier to control and is very willing to go behind Scurlock's back if it means getting what he wants. Amongst all the chaos across the Indian Ocean, ever the shrewd businessman, Teuling is looking for opportunities, and he'll even reach out to you with them.
There are whispers Teuling has ideas and plans which go further and beyond these so-called "Kingpins". Maybe Kingpin isn't the highest one could go? Though quite exactly what Teuling is truly after remains a secret only he can tell you.
Having seeded agents all across the Indian Ocean, there is one you may be more familiar with. He goes by the name, William Blackwood. Impressed by William Blackwood's tenacity, Teuling offered him the opportunity to work with him. Over time, Blackwood with his calm yet relentless nature, came to be a capable spy and smuggler. Teuling later decided to send Blackwood to the Indian Ocean to seek out new allies and potentially a worthy replacement for Scurlock.
With a willingness like others to make questionable deals, Teuling once saw La Peste's tactics as an asset to secure the Pirate Round. Though with La Peste's brutal methods, he soon found himself at odds with the Plague King's unchecked ambitions.
Now Teuling despairs as the Indian Ocean further descends into chaos. The arrival of La Peste, the Hubac Twins, and Li Tian Ning aren't doing any good for the Pirate Round. Whilst he attempts to keep his assets safe, it's up to John Scurlock and Admiral Rahma to secure the Pirate Round.
Philippe La Peste
Philippe La Peste, a fearsome pirate lord of the Caribbean. Little is currently known about his origins, only whispers and tales of the man he once was before he built his dreaded legend.
Arriving in the Caribbean he encountered scattered and disorganised pirate bands, each more desperate and ruthless than the last. Phillippe La Peste formed "The Emerald Coast"; an organisation born out of necessity and forged in the fires of betrayal.
Little known by many, some will tell you La Peste at some point met Uricko Freeman, with the latter deciding to join him.
It isn't clear what happened to La Peste, but he eventually disappeared. There were rumours that after Freeman's betrayal, he'd become driven by rage and his pursuit of Freeman. Others believe he left following being cursed by the local shamans. What we do know, is he has set his sights on the Indian Ocean, seeking to expand his smuggling pirate empire by targeting the Helm.
Arriving in the Indian Ocean, it will come as no surprise La Peste has found himself in direct conflict with the Helm, with both Yanita and Houma seeing La Peste as a major threat to the Helm's smuggling empire. His presence is felt far and wide, as Frederick Teuling is worried that La Peste will sabotage the Pirate Round and disrupt his profits.
Having set up his base of operations off the Coast of Africa, La Peste continues his search for a cure, some say, seeking the help of the Ungwana witch doctors to cure his affliction. His gaze is set firmly upon the Indian Ocean, plundering its riches, expanding his smuggling network, and uncovering the secrets it holds.
Armand and Bertrand Hubac - The Hubac Twins
Armand and Bertrand Hubac; twin brothers, The Sword and Spear of the Compagnie. Once found in Europe's grand opera houses, their magic was said to be spellbinding, captivating all with their melodious duets.
Twins they may be, but they couldn't be more unlike if they tried. Known as the more aggressive and prouder of the two, Armand, being the older of the two often feels protective of his twin. Bertrand on the other hand, is seen as the more diplomatic and logical of the two; often found trying to plan ahead and solve problem through dialogue and deals.
Everything changed in a moment of passion and envy, when the hot-headed Armand in full view of the Royal Court silenced a rival singer.
Finding themselves rechristened as agents for the Compagnie and serving King Louis, dispatched to the Indian Ocean. Tasked to quell the growing influence of the Helm and its pirates. It wasn't long before the Twins became haunting legends, serenading ships before sealing their doom.
Exiled to the Indian Ocean, the Twins found themselves approached by a powerful, secretive organisation deep within the European smuggling underworld, who themselves looking for allies, found their goals aligned. This must have some power and influence if they are some 'allies' willing to call on such tarnished stars.
Loyal Compagnie agents by day, under the cover of night, they can be found plotting, seeking ways to sever their chains to the King and the shadowy European underworld that holds both their fates.
They hunt for Freeman's Treasure as they believe this is their chance to rewrite their destinies and to sing once more for their souls.
Ever cunning individual, it should come as no surprise Bertrand attempts to make deals with pirates across the Indian Ocean. Bertrand holds a firm belief that such deals will get them closer to the destruction of the Helm and their goal of Freeman's Treasure.
Li Tian Ning
Dragon's Claw
Li Tian Ning, the "Sky Goddess", military strategist and soothsayer to the Imperial Court. Once a trade envoy for the Emperor to the Indian Ocean. Renowned for her unique blend of tactical acumen and mystical insights into the future.
Given the title of trade envoy, a title many raise an eyebrow at. Suspicions persist that it is merely a title, and she is something more. Once dispatched to the Indian Ocean to search for treasure sought by the Emperor. Little is known about Li Tian Ning's time in the Indian Ocean. Though it is clear following her time in the Indian Ocean, something changed within Li Tian Ning.
Following her return to China, her ability to predict enemy movements and advise on auspicious days for battle endeared her to the Emperor, making her an invaluable asset in the Qing Dynasty's efforts to control the seas. Earning a reputation as a brilliant military strategist and soothsayer through winning many battles for the Emperor.
Li Tian Ning is returning once more to the Indian Ocean with the Dragon's Claw together with childhood friend and Dragon's Claw Leader, Commander Zhang. Together, seeking to reestablish control of the region's trade and securing Freeman's Treasure once more. Though there are whispers from some that Li Tian Ning has other goals in mind, wanting to secure her own power base and break free from the shackles of the Emperor's hold.
Deciding to seek out an audience with Admiral Rahma, given their longstanding 'working relationship', there are early signs Li Tian Ning is up to something. Attempting to convince Rahma her squabble with the DMC is nothing compared to the threat from the Emperor should he get his hands on what he is really after. It is clear Rahma will not budge, and does not buy into Li Tian Ning's warnings, but cannot work out why she believes she is really betraying the Emperor.
Although Li Tian Ning is dismissive of you seeing you as just another rogue after power and profit, she will leave you with a warning, be wary of Rahma. Are you just another pawn in Rahma's plan, Captain?
Leader of Phoenix's Talon
Envisioning a new path for herself, the once loyal Li Tian Ning has revealed herself as the leader of the Phoenix's Talon and betrayed her Emperor.
This betrayal has been coming for some time, with these events being set in motion long ago, when the Emperor first dispatched Li Tian Ning to the Indian Ocean.
During her original time in the Indian Ocean, Li Tian Ning crossed paths with Uricko Freeman, eventually joining his crew. Over time she grew to respect Freeman and was drawn into the pirate way. Having the freedom to forge one's path and chart one's destiny.
Whilst a part of Freeman's crew, Li Tian Ning participated in the Heist of the Century. In a time when pirates chased power not for power's sake, but for honour and purpose. Li Tian Ning won't speak much of the heist but the scars of what happened are still clear to see.
As someone who is desperate to break free of the Emperor's tyranny, Li Tian Ning was inspired by Freeman's legacy. With his ideals of piracy, emphasizing freedom, autonomy, and resistance to oppression, have resonated deeply with Li Tian Ning.
In Admiral Rahma, Li Tian Ning thought she'd found a kindred spirit, another leader who valued freedom and was fighting back against megacorporation powers. Though it seems from their earlier encounter, Rahma does not hold Li Tian Ning in the same esteem.
Li Tian Ning has worked well to maintain her secret, for it comes as a surprise to many across the Indian Ocean. Many will now ask how she has eluded the Dragon's Claw for so long, and what could possibly be driving her decisions. A formidable foe, Li Tian Ning uses advanced flame weapons, and with an ability to sense danger, she won't be easily defeated.
What may be seen as a cruel twist of fate, now a 'traitor', the Emperor has ordered Commander Zhang to bring Li Tian Ning to justice. These once childhood friends are now pitted against each other, whilst trying to do what they both believe to be right.
More and more questions, Captains, but can you be so certain of what the future will bring? Li Tian Ning will tell you the Emperor is truly after Freeman's Treasure, bringing with it immortality and power. Is Freeman's Treasure truly that powerful?
It is clear Li Tian Ning's journey from a captain in the imperial navy to a rebel pirate lord is a testament to her complex legacy. A legacy marked by bold defiance, and the relentless pursuit of freedom and power.
Commander Zhang
Commander Zhang, a seasoned military leader and strategist, he is currently holding the esteemed position of commanding the Dragon's Claw. Seen as a highly competent, ambitious military commander, he is not afraid to put his honour and duty to the Emperor above everything, including himself.
Renowned for his uncompromising discipline and upholding of traditional values, Commander Zhang plays a crucial role in expanding the Emperor's maritime influence. Zhang's approach to leadership is rooted in a deep sense of duty, honour, and loyalty to the Emperor.
Known for his stoic demeanour and a pragmatic approach to warfare, he often employs innovative strategies which have leveraged both the traditional might of the Qing military and the clandestine capabilities of the Dragon's Claw.
Some might say his genius is only matched by his second-in-command and childhood friend, Li Tian Ning. When they were young Zhang and Li Tian Ning wanting more for themselves, made a pact to save their families from poverty.
Zhang and Li Tian Ning grew apart when Zhang joined the military wing of the Dragon's Claw, and Li Tian Ning was rejected due to her social standing.
Dispatched to the Indian Ocean with Li Tian Ning seeking to reestablish control of the region's trade, and once again after Freeman's Treasure.
